The Day Democracy Died?

Here's what is about to happen:

1. Supervisor Haggerty, Alameda County, admits that Plan Bay Area hurts the suburbs and rural areas and only benefits big cities like Oakland, San Francisco, and San Jose.

2. Supervisor Haggerty asks for a study to see if Plan Bay Area could be voted on by the public.

3. Mayor Eklund, Novato, says public was not informed through the “outreach” process.

4. Supervisors & Mayors, etc vote not to study the feasibility of putting it to the voters by 13 votes to 9 votes because as Mr. Luce puts it, "the people probably won't know what they are voting on, much less the impetus of it." proving this has been an illegitimate public process.  

Did Democracy just die in that very moment?
